I can't really call this a chibi considering he's already drawn in that style ^^
But yes it's Hamtaro from (you guessed it) Hamtaro. Another anime I watched as a kid, I can't remember if I had a fave character or not. If I did have one it would probably either a grumpy character or one that eats a lot or a funny character or a down right cute one ^^
